Department of public prosecutors training in supervision over laws observance by agencies entrusted with operative and detective activities, inquiry and pre-trial investigation was created in the structure of the National Academy of the Public Prosecutor’s Office of Ukraine by the Decree of the Prosecutor General of Ukraine on April 14, 2016.

Main objectives

To train and enhance the professional competence of public prosecutors in order to improve their knowledge, professional skills and abilities.

 

To provide the initial training for candidates for the position of a public prosecutor in order to teach the trainees to draw up procedural documents, to make them know the rules of prosecutorial ethics and to enhance their professional qualifications, studying rights of prosecutorial ethics.

 

To conduct scientific events such as conferences, seminars, symposia, round tables, trainings, including those held in other educational and scientific institutions, in cooperation with other units of the Academy and the Prosecutor General’s Office of Ukraine, as well as in cooperation with other law-enforcement agencies.
To participate in the scientific and methodological support of the activities of the prosecutor’s office in relation to the organization and procedural guidance of the pre-trial investigation, the resolution of other issues during criminal proceedings in accordance with the law, supervision over uncensored and other investigators and investigations of the law enforcement agencies.

 

To conduct scientific researches in the field of law with a view to their further use during the educational process, as well as for further introduction of prosecutors into practical activities.

 

To develop drafts of legal acts on the organization and procedural management of pre-trial investigation, resolution of other issues during criminal proceedings in accordance with the law, supervision of secret and other investigators and investigations of law enforcement agencies.

 

To participate in the elaboration of the provisions of the current laws, other normative legal acts, as well as their projects, provided for the preparation of proposals and conclusions, including scientific ones.

 

To give a consultative assistance to employees of the prosecutor’s office on matters that fall within the competence of the Department.

 

To depart the Department’s employees to the prosecutor’s offices with the aim of studying the practice of their activities for further use in the educational process and analytical work.

“Maintenance of Unified register of pre-trial investigations”.
“Procedural management of covert investigative activities”.
“Practice of the European Court of Human Rights in pre-trial investigation”.

problems of procedural management and organization of pre-trial investigation;

the use by the prosecutor the practice of the European Court of Human Rights in criminal proceedings;

problems of legal status of law-enforcement agencies under prosecutorial supervision;

administrative and criminal proceedings, their modernization in modern conditions of informational society;

peculiarities of digital criminal proceeding;

procedural powers of public prosecutors concerning procedural coercive measures;

procedural powers of public prosecutors concerning covert investigative activities;

procedural powers of public prosecutors concerning compensation of damages;

forensic examination in the course of pre-trial investigation;

procedural powers of public prosecutors after conclusion of pre-trial investigation;

procedural management of pre-trial investigation related to specific categories of criminal proceedings.
