Special training for candidates to the post of public prosecutor in accordance with part 1 of Article 33 of the Law of Ukraine “On the Public Prosecutor’s Office” is carried out at the National Prosecution Academy of Ukraine with the purpose to obtain knowledge and skills of practical activity as a prosecutor, drafting procedural documents, studying the rules of prosecutor’s ethics, personal safety of the prosecutor.
On April, 16, 2018 for the first time the special training for the candidates to the post of public prosecutor had started in the National Prosecution Academy of Ukraine.
The curriculum, procedure of candidate’s public prosecutors special training and metgods of its assessment shall be approved by the Qualification and Disciplinary Commission of Public Prosecutors.
Special training for the post of Public Prosecutor includes education and practical training for officers to work in Public prosecutor’s office during one year. During the training in the National Prosecution Academy of Ukraine candidates to the post of public prosecutor have chance to acquire all the necessary knowledge and appropriate professional skills,
to understand procedural details and to study the rules of prosecutorial ethics, etc.
During the special training for candidates to the post of public prosecutor classes are held in all areas of prosecutorial activity. Academy’s lecturers have developed courses of lectures, practical and training sessions which address in particular the following issues: procedural guidance of pre-trial investigation; public prosecutor’s support of public prosecution; procedural guidance by the prosecutor of conducting unspoken investigative (search) actions; prosecutorial supervision over the observance of laws in the execution of court decisions in criminal cases, representation by the prosecutor of the interests of the state in court. As well, during the training, special attention is paid to the organization of work and management in the bodies of the Prosecutor’s Office of Ukraine, the professional ethics of the prosecutor, the psychology of prosecutorial activity, etc. In addition, trainees can master the skills of drafting procedural documents, maintaining a single register of pre-trial investigations, and more.
Experts from the Council of Europe, the European Union Advisory Mission, the UN and others are involved in conducting training sessions that discuss the implementation of the European Court of Human Rights practice in prosecutorial activity.
In April, 2019, for the first time 248 candidates to the post of Public Prosecutor graduated from the National Prosecution Academy of Ukraine and swelled the ranks of Public Prosecutor’s officials.
The main focus of National Academy of Public Prosecutor’ Office of Ukraine in the implementation of special training candidates to prosecutor position are:1) providing the educational process to gain knowledge and skills of practice as a prosecutor, preparation of procedural documents, learning the rules of prosecutorial ethics;
2) participation in the development of curriculum, the order of candidate’s having special training to take the position of Prosecutor;
3) participation in the development of assessment methodologies of candidate’s having special training to take the position of Prosecutor;
4) researching problems of improving of the educational process on special training;
5) providing interaction among departments of prosecutor’s training of according to the constitutional functions of the Prosecutor’s Office;
6) organizing of practical classes in the Prosecutor’s Office;
7) participating in the preparation of tests and practical tasks for the exam;
summarizing the results of the educational process of training.
