Mykhailo Loshytskiy

Date of birth: 20.11.1976

Born in Kyiv.

Graduated from National Academy of Internal Affairs of Ukraine in 1999, master's degree, specialty "Jurisprudence" with honors.

Since June 1998 worked as an officer at Criminal Investigation Department of Zhovtnevyi District Administration, Ministry of Internal Affairs of Ukraine in Kyiv; since August 1999 hold the position of a senior inspector of Special Inquiries of the Group for the Collection and Support of the Service Department of the State Service for Guarding Head of the Ministry of Internal Affairs of Ukraine, Kyiv city.

October 1999 − October 2002 – adjunct associate at National Academy of Internal Affairs.

October 2002 − December 2010 – held positions related to teaching sphere: from a lecturer to a deputy head at the department of Administrative Activity, National Academy of Internal Affairs.

December 2010 − September 2011 – deputy head at Educational-Scientific Institute of Management, National Academy of Internal Affairs.

September 2011 − March 2015 – professor at Administrative Law and Process Department, National Academy of Internal Affairs.

March 2015 − November 2015 – rector of Dnipropetrovsk State University of Internal Affairs.

November, 2015 – professor at Administrative Law and Process Department, National Academy of Internal Affairs.

December 2017 − January 2018 – director at Educational−Scientific Institute №1, National Academy of Internal Affairs.

According to the order of Prosecutor General of Ukraine on January 26, 2018 appointed as a rector of National Prosecution Academy of Ukraine from January 29, 2018.

FIRST PRO-RECTOR OF THE NATIONAL PROSECUTION ACADEMY OF UKRAINE

Mykola Yakymchuk 

was born in Storozhynets, Chernivtsi region on December 14, 1957.

In 1985 he graduated from Faculty of Law of the Ivan Franko State University of Lviv (present Ivan Franko National University of Lviv) with a distinction.

Since August 1985 he has been working in the local public prosecutor’s office.

Mykola Yakymchuk joined the public prosecution service of Ukraine as a prosecutor trainee in the public prosecutor’s office of the Leninsky district in Chernivtsi, prosecutor trainee, then assistant of the prosecutor of Khotynsky district, assistant of the prosecutor for the general supervision in Chernivtsi region, prosecutor for the general supervision department, prosecutor of the department for supervision of the law implementation in economic, social and environmental spheres in the Prosecutor's Office of Chernivtsi region.

Since September 1991 he took up scientific and pedagogical posts, namely: Associate Professor of the Department of Theory and History of State and Law, Deputy Dean of the Faculty of Law, Associate Professor, Head of the Constitutional Law Department, Head of the Department of Criminal Law and Forensic Science of Yuriy Fedkovych Chernivtsi National University.

From October 2005 to January 2015 Mr. Yakymchuk was First Pro-Rector of the National Prosecution Academy of Ukraine.

From January 2015 to February 2017 he was a prosecutor of Chernivtsi region.

The Prosecutor General of Ukraine appointed Mykola Yakymchuk First Pro-Rector of the National Prosecution Academy of Ukraine in February 2017.

Awarded with the distinction of Lawyer Emeritus of Ukraine, the Diploma of the Verkhovna Rada of Ukraine, badges «Gratitude for the faithful service in the public prosecutors service of Ukraine» of the III and II degree.

PRO-RECTOR OF THE NATIONAL PROSECUTION ACADEMY OF UKRAINE

Oleksandr Tolochko

was born in the village of Stari Khalivychi, Briansk region on May 12, 1953.

In 1980, he graduated from Kharkiv Juridical Institute (present    Yaroslav the Wise National Law University) with a distinction.

Upon graduation, in 1980 Mr. Tolochko joined the teaching staff of Alma Mater.

From 1988 until 1994, he occupied a position of an associated professor of the Department of Criminal Procedure of the Law Academy of Ukraine (present Yaroslav the Wise National Law University).

From 1995 until 2004, Mr. Tolochko held a post of an associated professor of the Department of Organization of Juridical and Law Enforcement Agencies of Yaroslav the Wise National Law Academy.

From July 2004 until July 2005, he was Deputy Director for Academic Work of the branch of the Academy of the Public Prosecutor’s Office of Ukraine under the Prosecutor General’s Office of Ukraine – Department of Initial and Continuous Training of Public Prosecutors and Investigators – Kharkiv Institute for Continuous Training of Public Prosecutors and Investigators. In July 2005, he was appointed Director of Personnel Training Institute of the Academy of the Public Prosecutor’s Office of Ukraine.

From March 2006 until February 2013, Mr. Tolochko was Pro-Rector – Director of Personnel Training Institute of the Academy of the Public Prosecutor’s Office of Ukraine. In February 2013, he was appointed Pro-Rector for Academic Work of the National Academy of the Public Prosecutor’s Office of Ukraine.

Mr. Tolochko was appointed First Pro-Rector of the National Prosecution Academy of Ukraine by the Prosecutor General of Ukraine on January 15, 2015.

The Prosecutor General of Ukraine appointed Oleksandr Tolochko Pro-Rector of the National Prosecution Academy of Ukraine in February 2017.

Awarded with the distinction of Lawyer Emeritus of Ukraine, badges «Honored worker of the public prosecutors service of Ukraine», «Gratitude for the faithful service in the public prosecutors service of Ukraine» of the III degree. Candidate of Juridical Sciences, docent.

PRO-RECTOR OF THE NATIONAL PROSECUTION ACADEMY OF UKRAINE

Yurii Sevruk

was born in the city of Zhytomyr, Ukraine on January 21, 1974.

In 1997, he graduated from Yaroslav the Wise National Law University.

From 1991 until entering the university, Mr. Sevruk had been working as a carpenter.

Yurii Sevruk joined the public prosecution service of Ukraine as a prosecutor trainee in the public prosecutor’s office of Korosten. He occupied the positions of a senior investigator trainee, a senior investigator in the public prosecutor’s office of the city of Zhytomyr and in the public prosecutor’s office of Zhytomyr region, the deputy head of the public prosecutor’s office of the town of Novohrad-Volynsk as well as the position of the head of the unit entrusted with supervision over laws observance by the Security Service of Ukraine, the state customs agencies, the frontier service in the course of conducting operative and detective activity, inquiry and pre-trial investigation of the public prosecutor’s office of Zhytomyr region.

From January 2003 until December 2010, Mr. Sevruk worked in the Prosecutor General’s Office of Ukraine and occupied the following positions: a prosecutor of the division, the deputy head of the division, the head of the division, the deputy head of the department and the first deputy head of the department of the Main department for supervision over laws observance in the course of conducting operative and detective activity, inquiry and pre-trial investigation.

From December 2010 until December 2012, he held the post of the head of the public prosecutor’s office of Podil district of the city of Kyiv.

From December 2012 until July 2015, Mr. Sevruk occupied the next positions: the deputy head of the department, the deputy head of the Main department and the head of the Main department for supervision over criminal proceedings of the Prosecutor General’s Office of Ukraine.

From July 2015 until June 2016, he was First Deputy Prosecutor General of Ukraine.

The Prosecutor General of Ukraine appointed Yurii Sevruk Pro-Rector of the National Prosecution Academy of Ukraine in June 2016.

Awarded with the Medal for Labor and Victory, the Diploma of the Verkhovna Rada of Ukraine, badges «Gratitude for the faithful service in the public prosecutors service of Ukraine» of II and III degrees, «Honored worker of the public prosecutors service of Ukraine».

PRO-RECTOR OF THE NATIONAL PROSECUTION ACADEMY OF UKRAINE

Serhii Minchenko

Date of birth: 24.01.1974.

Born in Korsun-Shevchenkivskyi, Cherkasy region.

In 1997 he graduated from the National Academy of Internal Affairs of Ukraine, specialty „Jurisprudence”.

After graduating, from June 1997 to March 2018, Mr. Minchenko served in the internal affairs authorities.

From October 1999 to October 2002 he was an adjunct associate at the National Academy of Internal Affairs of Ukraine.

From October 2002 to June 2010 Serhii Minchenko was a lecturer in the department of criminal law, the deputy head of the Institute for Coordinating the Work of the Regional Departments of the Distance Learning Institute of the National Academy of Internal Affairs of Ukraine, and later he became the deputy head of the Educational and Research Institute of Distance Learning on coordination of work of regional departments of Kyiv National University of Internal Affairs.

From June 2010 to February 2013 he held a postgraduate doctorate in Kyiv National University of Internal Affairs.

From February 2013 to March 2015 Mr. Minchenko held positions: a lecturer of the department, a professor of the operative and search activity department and a professor at the department of criminology and criminal-executive law of the National Academy of Internal Affairs.

From March to April 2015 – a professor of the department of administrative law, procedure and administrative activity of internal affairs authorities of the Faculty of Professionals Training for Police Departments of Public Safety at Dnipropetrovsk State University of Internal Affairs.

From April to November 2015 - Vice-rector of Dnipropetrovsk State University of Internal Affairs.

From November 2015 to March 2018 he worked as a professor of the department of criminology and criminal-executive law of the National Academy of Internal Affairs.

From March to April 2018 - Mr. Minchenko was the head of the department of organizational support and planning of the National Prosecution Academy of Ukraine.

According to the order of Prosecutor General of Ukraine on 11 April 2018, № 44-k he was appointed Vice-Rector of the National Prosecution Academy of Ukraine.

He is the author of over 60 scientific and methodological works, most of which has been published in the specialized editions of the Ministry of Education and Science of Ukraine.

Since April 2016 he has been habilitated by a doctor of law in the field of "Criminal procedure and criminology; forensic examination; operational and investigative activity "(Republic of Poland).

From December 2012 until July 2015, Mr. Sevruk occupied the next positions: the deputy head of the department, the deputy head of the Main department and the head of the Main department for supervision over criminal proceedings of the Prosecutor General’s Office of Ukraine.

From July 2015 until June 2016, he was First Deputy Prosecutor General of Ukraine.

The Prosecutor General of Ukraine appointed Yurii Sevruk Pro-Rector of the National Prosecution Academy of Ukraine in June 2016.

Awarded with the Medal for Labor and Victory, the Diploma of the Verkhovna Rada of Ukraine, badges «Gratitude for the faithful service in the public prosecutors service of Ukraine» of II and III degrees, «Honored worker of the public prosecutors service of Ukraine».
