Access to public information

The Law of Ukraine «On Access to Public Information» (the Law) was enacted in 2011 to allow individual citizens to request access to public information. Pursuant to Art. 19 of the Law you may submit your request orally, in writing, or in any other form. Moreover, your request may be individual or collective.

Working hours:

We work Monday to Thursday from 9am to 6pm and Friday from 9am to 4.45pm with lunch break from 1pm to 1.45pm.

Head of the department of document flow management, Oksana Bidnova, is a person within the Academy entrusted with providing access to public information.

 

Pursuant to p. 5 Art. 14 of the Law your request must have the proper format containing:

  • Your complete name and mailing address. Telephone, fax, and e-mail addresses are optional.
  • Reasonable description of records you seek, providing any other specific information that the component requires. You should be as specific as possible when describing the records you are seeking.
  • Signature and date of submitting the request for requests in writing.

 

To simplify the process of submitting the requests we offer you to ask for a specially designed form of requests at the head of the department of document flow management Oksana Bidnova. Moreover, the mentioned form is available at our Web site.

 

If you are not able to submit request in writing, the head of the department of document flow management Oksana Bidnova will assist you in complying of request indicating her complete name and contact telephone number and will provide you with the copy of your request.

 

Please, be aware of cases the Academy can deny access pursuant to Art. 22 of the Law:

  • If you request for information that the Academy does not possess and is not obliged by law to possess;
  • If you request for information access to which is restricted by p. 2 Art. 6 of the Law;
  • If you have not paid the fee for duplication or printing prescribed by Art. 21 of the Law;
  • If you have failed to perform the requirements set forth in p. 5 Art. 19 of the Law.

 

Pursuant to Art. 23 of the Law you have the right to appeal against decisions, actions or inactivity of persons entrusted with providing access to public information to their heads, higher agencies or court. The Code of Administrative Judicial Procedure of Ukraine prescribes the procedure of appeal.
