On July, 25, 2019 the National Prosecution Academy of Ukraine held the Roundtable “Electronic criminal proceeding” with international experts’ participation.
While opening the event Rector of the National Prosecution Academy of Ukraine Doctor of law, professor, Honored Science and Technology Worker of Ukraine Mykhailo LOSHYTSKYI sincerely congratulated all the participants and emphasized on the relevance of the Roundtable theme and expressed confidence that today’s scientific event in the use of modern technologies and gadgets, informatization of all spheres of society will contribute to the implementation of the idea of development reform – “Country in the smartphone”.
Mykhailo LOSHYTSKYI also mentioned that the first steps towards the introduction of electronic criminal proceedings have already been made – there is a Unified Register of Pre-trial Investigations – and expressed the hope that the current scientific event will help accelerate the introduction of the concept of electronic criminal proceedings, the project of which has already been developed by the working group established in the Prosecutor General’s Office Of Ukraine.
At the end of his welcome speech, rector of the Academy, Mykhailo LOSHYTSKYI, wished all the participants fruitful work and successes and expressed the hope that the recommendations based on the results of the round table would contribute to the practical implementation of electronic criminal proceedings, which “will enable to fulfill the tasks of criminal justice at the higher level, achieve its goal. more quickly and more qualitatively. ”
The main issues that were discussed during the Roundtable were problems of the development and implementation electronic criminal proceedings, the issues of legislative provision of electronic criminal proceedings, as well as the use of foreign experience in the functioning of electronic criminal proceedings. The decision of these issues depends primarily on the ability of the Prosecutor’s offices to effectively counter criminal offenses.
A special interest and active discussion of the audience was raised by the honorary participant of the event – Head of the Rule of Law Component, European Union Advisory Mission Fabian Loewenberg, who in his report “International Support for the Development and Implementation of Electronic Criminal Proceedings in Ukraine” noted that “the introduction of the system of electronic criminal proceedings should be a priority for the Government of the country.

The event was held in an open and constructive atmosphere, which facilitated a detailed exchange of ideas and experiences among its participants. The purpose of the Roundtable “Electronic Criminal Proceeding” is to unite the efforts of practitioners of law enforcement agencies of Ukraine, scientists and experts to solve the problems of the development and practical implementation of electronic criminal proceedings in the activities of the criminal justice bodies of Ukraine.
The result of the active discussions of the round table participants was the development of scientific and practical recommendations for the improvement of the current legislation and enforcement practice regarding the implementation of electronic criminal proceedings.
