On September 10-15, 2017, the delegation from the National Prosecution Academy of Ukraine visited the Justice Academy of Turkey in Ankara.
The delegation from the National Prosecution Academy of Ukraine, led by Mr Oleksandr Tolochko, Vice-Rector, was composed of Ms Liudmyla Petrovska, head of the department of public prosecutors training in public prosecution on behalf of the state, Ms Zoia Zahynei, head of the department of scientific-methodological support of prosecutor’s activity in the sphere of corruption counteraction and prevention, Mr Andrii Spaskyi, head of the department of PhD and doctoral study, Ms Oksana Sevruk, deputy head of the department of legal representation of citizen’s and state’s interests in court by public prosecutors, Mr Anatolii Horzov, deputy head of the department of initial and continuous training of civil servants of public prosecution service of Ukraine, Ms Krystyna Arushanian, deputy head of the department of scientific-methodological support of prosecutor’s participation in criminal proceedings, Ms Nataliia Topchyi, a lecturer from the department of public prosecutors training in public prosecution on behalf of the state, Ms Anastasiia Pavlenko, a scientific officer from the international relations department.
During the working visit the Ukrainian delegation had an opportunity to learn about the training programs, accommodation and other training facilities of the Justice Academy. The parties shared experiences as well as achievements in various spheres of their activity and discussed prospects of future collaboration after the cooperation agreement is to be signed during the visit of the delegation from the Justice Academy of Turkey to the National Prosecution Academy of Ukraine on October 9–13, 2017.
Moreover, the trainers from the Justice Academy delivered lectures to their Ukrainian colleagues: «Methods of judges and prosecutors training» by Mr Ahmet Takcı, a judge; «Prosecution service system of the Republic of Turkey» by Mr Doğan Kaya, a prosecutor; «Authorities of prosecutors over police and gendarmerie» and «Crime scene investigation methods and procedure of engagement of experts» by Mr Mehmet Yılmaz, a prosecutor; «The status of a prosecutor during the court proceeding», «The role of a prosecutor at court activity» and «Prosecutorial supervision over laws observance at places of detention» by Mr Ahmet Akca, a prosecutor.
In addition, the Ukrainian delegation visited the Chief Public Prosecutor’s Office at the Court of Cassation and met Mr Sayın Halil Adigüzel, the Deputy Chief Prosecutor at the Court of Cassation. During the meeting the Turkish party informed on the structure of the court and its jurisdiction at reviewing decisions and judgments rendered by civil and criminal courts.
The representatives of the Academy visited the Constitutional Court and the Court of Cassation of the Republic of Turkey, where they had an opportunity to learn about the structure and work organization of the supreme courts of the Republic of Turkey, distinctions between Turkish and Ukrainian legal systems. One of the most interesting facts to learn was that the trust to the Turkish judicial system, in particular to the Constitutional Court, had been strengthened over the past year.
During the visit to the Ministry of Justice of the Republic of Turkey the parties shared experiences in matters of legal support, participation of the Turkish Ministry of Justice in the process of initial and continuing professional training of judges and prosecutors, in particular the Ministry has powers to appoint, approve and dismiss judges and prosecutors.
At the end of the visit Mr Oleksandr Tolochko, Vice-Rector, gave an interview expressing the gratitude to the welcoming party for the experience exchange, warm welcome, and highlighted the willingness to enhance bilateral relations.
