On September 19, 2017, a round table discussion «Fighting corruption and other offences committed within military formations in Ukraine» was held jointly by the National Prosecution Academy of Ukraine, the Prosecutor General’s Office of Ukraine and Ivan Cherniakhovskyi National Defence University of Ukraine.
Mr Mykola Yakymchuk, the First Vice-Rector of the National Prosecution Academy of Ukraine, while delivering the welcome speech, highlighted the urgency of issues under discussion. «Our goal is to join efforts of scientists and practitioners aiming at identifying problems related to prevention of corruption, criminal, administrative and disciplinary offences in military sphere, as well as at responding to them. In fact, it means to work out an effective strategy of fighting military crimes and to provide the agencies with scientific and methodological support on the matter», – said the First Vice-Rector of the Academy.
The National Prosecution Academy of Ukraine was represented at the event by Mr Mykola Turkot, head of the department of initial and continuing development training of military prosecutors, Ms Zoia Zahynei, head of the department of scientific-methodological support of prosecutor’s activity in the sphere of corruption counteraction and prevention, Mr Oleksandr Hladun, head of the department of scientific-methodological support of prosecutor’s participation in criminal proceedings, and Ms Veronika Plotnikova, head of the department of research on problems of the European Court of Human Rights case-Law implementation into prosecutorial activity.
The event aimed at joining efforts of law enforcement, entrusted with fighting corruption, criminal, administrative and disciplinary offences in military sphere, as well as scientific institutions representatives and other persons interested in the issue, to find the solution to the problem of corruption and other offences prevention among servicemen.
Representatives from law enforcement, judiciary, higher educational and scientific institutions, researchers on the topic visited the event. Moreover, military prosecutors, experts from the Ministry of Defence of Ukraine, the General Staff of the Armed Forces of Ukraine, the National Agency on Corruption Prevention, the National Anti-Corruption Bureau of Ukraine, the National Guard of Ukraine, the Office of the Council of Europe in Ukraine and mass media participated at the round table discussion.
The participants discussed the issues concerning fighting corruption at the Armed Forces of Ukraine and other military formations, prevention of offences related to corruption in the military structure of Ukraine, improvement of work of agencies entrusted with fighting administrative and disciplinary offences at military formations and law enforcement including military service.
As the result, it was proposed to develop draft Laws of Ukraine on amendments to the Criminal Code of Ukraine and the Code of Ukraine on Administrative Offences aiming at improvement of liability of servicemen for corruption.
It worse mentioning that Mr Mykola Turkot was awarded the honour of the General Staff of Ukraine Chief at the event.
